The United Tenant Council of Councils

The United Tenant Council of Councils (U.T.C.C.) is a nonpartisan coalition of four tenant councils in privately owned, multifamily HUD-assisted housing in Detroit, Michigan.  The organization began in 2009 with the mission to protect the rights of tenants and to improve the quality of HUD assisted housing in Detroit. The U.T.C.C. strives to advocate and mobilize tenants through holding public officials and management/owner entities accountable to tenant demands.

Results

  • U.T.C.C. successfully pressured Wingate Management to relinquish their ownership in their buildings in Detroit.
  • U.T.C.C. gained a commitment from the Deputy Secretary of HUD Multifamily Housing to hold a town hall meeting in Detroit in the summer of 2011 with subsidized housing tenants in Michigan.
  • Over the course of a year U.T.C.C. has sucessfully gained new/upgraded elevators in all of the buildings they represent, 24/7 security, an open community room in the Steven's buildings, increased police patrol of their buildings, upgraded community rooms, and bed bug treatments in their units.
